The government has announced that Ghanaians will not pay anything to access services under the new Free Primary Health Care programme. The only requirement is a valid national ID card.
The Minister for Health, Kwabena Akandoh, made this known at a press briefing on April 13, 2026. He explained that the policy is aimed at removing financial barriers and helping people seek medical care early.
According to him, all services under the programme—including prevention, health education, and treatment—will be completely free once you show your national ID.
This initiative is part of Ghana’s plan to achieve Universal Health Coverage, ensuring everyone can access essential healthcare without worrying about cost. Currently, about 56% of the population is covered, with a target of reaching 80% by 2030.
The Minister noted that even with programmes like the National Health Insurance Scheme and Community-based Health Planning and Services, many people still pay out of pocket, which delays treatment.
Under the new policy, people can access free basic healthcare at CHPS compounds, health centres, and polyclinics across the country.
Services will include: Health screenings (such as blood pressure, diabetes, and some cancers) Maternal and child healthcare, Immunisations, Treatment for common illnesses like malaria and respiratory infections
The government says the focus is shifting from treating diseases late to preventing them and detecting them early.
The programme will be rolled out in phases from 2026 to 2028, starting in 150 districts, especially underserved areas, before expanding nationwide.
To support the plan, the government has provided over 24,000 medical equipment, including hospital beds, incubators, glucometers, and ultrasound machines.
There will also be community outreach, home visits, and school health programmes to reach more people, especially those who may not visit health facilities regularly.
While primary healthcare services will be free, the government will also help uninsured people register with the NHIS so they can access more advanced care if needed.
